This position provides technical support for the systems and interfaces within the Finance Department which provides Purchasing, Financial Services and Corporate Accounting services to the City’s major operating Departments. This position is responsible for key aspects of the development and management of various financial accounting and client systems and interfaces including assessing client needs, documenting systems requirements, and developing and implementing suitable software solutions. The corporate accounting branch requires a person with strong accounting background to work with a team to fulfill the requirements of PSA section 3150 reporting for tangible capital assets. Significant duties include working with departmental staff to gather data on a diverse range of tangible capital assets as required for reporting on our financial statements as well as to maintain a detailed asset register within the Assets module of Oracle Financials. These positions report to a Branch Manager.

Note: This opportunity is for 2 Term positions for up to 15 months.

Typical duties include:
    Provides technical support and expertise in the effective use of the various systems and interfaces to support the operations of the Finance Department including overall performance, troubleshooting, modification, improvement and maintenance.
    Assists other staff in the effective use of their systems and interfaces through formal/informal training, advisory/consulting services, report writing and project support.
    Develops and maintains documentation of departmental standards and procedures for the operation of the various systems and interfaces.
    Maintains current knowledge of technological advancements as they pertain to application development, existing financial systems and interfaces, and the effective use of reporting tools and PC based systems.
    Identifies management reporting needs and creates complex reports using reporting tools, particularly for reports requiring data from more than one system.
    Develops project plans for assigned projects, monitors and reports on project status as required.
    Assists in the definition of requirements for systems and interfaces including development and implementation of PC based applications as required.
    Identifies implications of major system upgrades and develops and implements modifications to existing financial systems and interfaces through modifications to parameters, coding structures and limited programming.
    Acts as a liaison with the Information Technology Services Department and other departments where required and participates in special studies, projects, upgrades, etc.
    Performs related work as required.

Candidates will be screened on the following criteria:
To be considered for this position you must clearly identify your qualifications, experience, knowledge, skills and abilities and where you obtained them in your application/resume.
    Typically the knowledge, skill and abilities required are obtained through a University degree in Business Administration or Commerce coupled with considerable computer science courses and accounting courses. In addition, three (3) to five (5) years of progressively responsible experience in computerized financial systems, including at least two (2) years experience in a senior role. Experience performing service and system reviews as well as working in a client server or web-based PC network environment including desktop development is essential.
    Thorough knowledge of computerized financial and operating systems.
    Strong Accounting background with a thorough knowledge of accounting principles and practices, in particular Municipal Government accounting.
    Thorough knowledge of systems analysis, design and installation and a general knowledge of computer programming.
    Thorough knowledge of principles of organization, management and administration.
    Knowledge of the corporation’s financial business processes, policies and procedures.
    Demonstrated problem solving skills and ability to apply principles of logical thinking to define problems, analyze, evaluate and interpret data and information, document findings and make effective recommendations.
    Ability to work independently with minimal supervision in a team environment, demonstrating sound judgement and initiative to establish priorities, meet users’ expectations and meet deadlines.
    Ability communicate effectively both orally and in writing demonstrating tact and diplomacy in order to establish effective working relationships with external and internal stakeholders as necessitated by work assignments.
