This is clerical work of moderate complexity involving the processing and issuing of various permits and providing customer services in the Building Department. The incumbent receives, reviews and processes applications for electrical, plumbing, gas, sprinkler, heating, residential building, in-law suites and other permits; checks applications for completeness of routine information including pre-screening for obvious non-compliance to regulations and bylaws; calculates permit fees from schedules; issues permits and receipts; receives and forwards requests for information relative to interpretation of the Burnaby Zoning Bylaw and provides information to the public regarding the permit and inspection process; provides information to or requests action of other agencies as required; takes bylaw infraction complaints from the public, completes reports and distributes them to bylaw staff for action; maintains departmental records relative to current zoning, subdivisions, easements and study areas; maintains and files permit and application records; enters data into the Permit Plan system; monitors and updates information and generates reports; receives calls for inspections and takes appropriate action following defined procedures. The position maintains a variety of records and performs related work as required.
Qualifications include completion of Grade 12 supplemented by, or including, standard commercial courses and courses relating to basic construction plus sound related office experience involving public contact preferably in a Municipal Building Department or an equivalent combination of training and experience. Skill in typing and related software is needed along with considerable knowledge of applicable departmental practices, procedures, rules and regulations relative to permit application processing, account classification and of recording and balancing remittances. Sound knowledge of the Permit Plan System is needed, along with the ability to prepare routine correspondence. A working knowledge of zoning and applicable by-laws is also needed, as is the ability to deal effectively with the public, to work with limited supervision and to exercise sound judgment.
