The Manitoba Office of the Fire Commissioner (OFC) is seeking a highly motivated and experienced Senior Manager, to lead the Support Services section of the OFC. The Director is responsible for the implementation of the comptrollership function by managing the key financial, administrative, and Information Technology (IT) support activities of the agency. As a Special Operating Agency (SOA), the OFC provides the citizens of Manitoba with a wide variety of public safety services.
Qualifications:
Essential Criteria:
A post-secondary degree in business or public administration. An equivalent combination of education and experience may be considered.
Experience in the implementation of the comptrollership function within a multi-dimensional organization, in order to provide accurate and timely information, in accordance with government policy and direction.
Exceptional leadership skills that demonstrate and inspire collaboration, vision and excellence in developing and leading teams.
Extensive experience in strategic planning, including the development of short and long term business plans.
Experience in organizational development.
Experience in managing human resources including supervising staff.
Experience in change management – including evaluating and communicating change impacts resulting from new business processes, policies and procedures.
Knowledge of financial and information technology systems such as Great Plains Dynamics, and SAP.
Knowledge of generally accepted auditing standards and practices, and the ability to interpret and analyze audited financial statements.
The ability to form and maintain partnerships with other government and non government agencies.
Strong written communication skills (eg. Preparing preparing business requirement documents, RFPs, agreements, briefing notes, reports, formal correspondence and policies.)
Excellent oral communication skills including presenting to a variety of audiences and senior management.
Desired Criteria:
A qualified professional accountant designation (CGA, CMA, CA) or in a final phase of completing one of the programs. Other combinations of education and experience in accounting and financial management may be considered.
Experience in the development and implementation of an organizational risk management framework.
A thorough knowledge of the OFC, its structure, mandate, and the services and programs provided by the Agency.
Condition of Employment: must be legally entitled to work in Canada.
Duties:
Reporting directly to the Fire Commissioner, the Director of Support Services is a key member of the Senior Management Team of the OFC. Working closely with all sections, The Director is responsible for the implementation of the comptrollership function on behalf of the Agency, by managing the key administrative and financial activities, and information technology (IT) applications to support the Agency’s business processes and practices.
