The Manager of Financial Services is accountable for the overall finances of Selkirk Mental Health Centre (SMHC) and plays a key role within the departmental controllership function.  The position is a member of SMHC’s Management Team and provides advice and analytical support to the frontline leaders, managers, directors and Chief Executive Officer on financial matters.  The position reports to the Director of Operations and is responsible for an accounting department of five employees.

Qualifications:

Essential:
    Completion of recognized accounting designation (CA, CMA, CGA) or equivalent education and experience.
    Extensive knowledge and experience utilizing government financial planning principles, accounting, budgeting, and expenditure control.
    Extensive experience preparing annual estimates of revenue and expenditure, cash flow forecasts with variance explanations and annual reports.
    Extensive experience overseeing and interpreting government financial policies and processes encompassed in the General Manual of Administration, Financial Administration Manual, the Financial Act and other acts legislated in the Province.
    Knowledge of generally accepted accounting principles and their applications in the public sector environment.
    Strong analytical and conceptual skills for auditing, forecasting and problem solving.
    Ability to develop and implement financial systems and provide confident advice to department officials on financial matters.
    Experience supervising an accounting office and handling all human resource-related activities such as recruitment, performance appraisals and attendance management.
    Strong interpersonal and team management skills with the ability to foster and maintain positive working relationships.
    Strong verbal communication skills with the ability to speak in front of a class and deliver presentations.
    Strong written communication skills with the ability to create centre-wide messages and provide clear instructions to staff.
    Strong organization and time management skills with the ability to meet competing deadlines and effectively delegate tasks.
    Strong leadership skills with the ability to deal with problems and engage staff working towards a common goal.
    Highly motivated and able to take the initiative to complete work within defined timelines.
    Advanced working knowledge of Microsoft Office applications, particularly Outlook, Word and Excel.
    Advanced working knowledge of SAP’s financial, human resource and reporting modules.

Condition of Employment:
    Must be legally entitled to work in Canada.

Duties:
The Manager’s main responsibility is to ensure SMHC’s financial resources are utilized in an efficient and effective manner according to provincial legislation and administrative guidelines.  Responsibility includes leading, training and providing direction to all employees and leaders on financial matters, analyzing financial information and overseeing the controllership function at SMHC. The Manager oversees the day-to-day operations of the accounting department which includes Accounts Payable and Accounts Receivable, Parking Coordinator, Patient Trust and a Financial Officer.
