In an environment that supports continuous improvement and under the supervision of the Supervisor of Golf Courses the position is responsible to manage, plan, supervise and coordinate the maintenance activities for Golf Courses and the Bowling Green facility. This employee assists in the budget preparations and is responsible for expenditures within authority as determined.
Typical duties include:
Plans, organizes, directs and supervises staff in the maintenance of municipal golf courses and the bowling green facility.
Develops and carries out maintenance programs and schedules within context of the Maintenance Guidelines for Golf Courses and Bowling Greens;
Monitors and controls expenditures for assigned operating budgets and assists in the preparation of such budgets;
Purchases materials and maintains accurate inventories of materials and equipment used in the maintenance operations;
Determines and ensures the proper selection and application of maintenance equipment, fertilizers, herbicides, pesticides, fungicides and other horticultural products used in the management of fine turf;
Manages and programs computer and automatic irrigation systems and determines and makes adjustments to water requirements, water window and determines replacement and repair parts;
Ensures the golf courses and bowling greens operations are carried out in compliance with the agreements with the contracted operators and user group;
Prepares work plans, schedules work assignments and allocates human resources;
Verifies time sheets and maintains records to ensure there is proper accountability of employee activities and utilization of City resources;
Determines and ensures staff are properly trained, licensed and equipped to carry out activities safely and in a manner appropriate for a municipal golf course that is open for play;
Monitors and evaluates the performance of subordinate staff and provides appropriate coaching methods.
Recommends when courses and bowling greens are playable and defines conditions for usage;
Liaises with the Proshop / clubhouse operations so that patrons are aware of course conditions at all times and where necessary alters maintenance schedules;
Interacts with the public and responds to inquiries, complaints and demands in a courteous, sensitive, responsive and effective manner;
Liaises with the turf industry personnel to remain abreast of new methods and technological changes and makes recommendations for product and equipment acquisitions;
Operates equipment and vehicles as required to carry out assigned duties and to complete maintenance programs;
Follows and enforces all rules and regulations as set out in the Provincial Occupational Health and Safety Act and the City of Regina Occupational Health and Safety Manual.
Candidates will be screened on the following criteria:
Grade twelve (12) or GED equivalency
Course in Golf Course maintenance and /or completion of correspondence courses in fine turf management and automated irrigation system management
Minimum of five seasons experience in a supervisory position involving the maintenance of a full service golf course facility;
Must have or be able to successfully complete WHMIS training.
Must possess or be able to acquire a Saskatchewan Pesticide Applicator permit (Class Landscape)
Experience in managing sand and soil base greens.
Experience in grinding, setting and overhauling reel mower heads and in the use and set up of grinding equipment
Knowledge in managing sand and soil base greens for golf and lawn bowling;
Knowledge of the game of golf and the relationship of maintenance activities to patron use;
Knowledge of modern maintenance practices associated with municipal golf courses;
Knowledge of equipment, tools and materials used in the maintenance of golf courses and bowling greens including specialized turf equipment, fertilizers and chemicals, programming and managing computer controlled and automated irrigation systems, determining water requirements for fine turf and understanding and interpretation of soil samples and test results;
Knowledge of general landscape construction methods, equipment and materials used to carry out simple construction projects and the ability to read landscape construction, irrigation and grading plans;
Knowledge of the Saskatchewan Occupational Health and Safety Act and Regulations, and the City Occupational Health and Safety Employee Handbook;
Knowledge of the current Collective Agreement between the City and the Canadian Union of Public Employees, Local 21;
Knowledge and ability to evaluate conditions, overhaul and replace reel mower bearings and seals;
Ability and skills in the use and set up of reel and bedknife grinding equipment;
Ability and skills to accurately set reel mower heads and bedknife;
Ability to manage the assigned operating budget;
Ability to maintain accurate records of work performed and materials utilized;
Ability to instruct, train, lead, supervise, motivate subordinate staff;
Ability to schedule necessary maintenance work with minimum interference to public use of facility and to act decisively and independently when necessary to quickly adapt work programs and resources to changing user needs and environmental conditions and priorities;
Ability to deal courteously and tactfully with the public, members and contracted operator;
Ability to use a personal computer for managing inventories, costs, managing and programming the irrigation system, electronic mail and to prepare reports and retrieve data;
Ability to communicate effectively orally and in writing;
Working/Other Conditions:
Must possess a valid Saskatchewan drivers license, Class 5.
Required to work non-standard hours; and weekend and evening work may be required.
