The Policy and Service Development Branch provides policy advice and options on transportation issues, and leads in strategic transportation initiatives supporting the sustainable social and economic development of Manitoba.
Qualifications:
The following criteria are essential for the position:
- Graduate Degree in Political Science or Business Administration; and/or an equivalent combination of relevant education and experience.
- Experience in policy development in an economic development setting.
- Experience in program/project management in an economic development setting.
- Solid understanding of multi-modal transportation systems and their issues, including the political socio-economic contexts of transportation.
- Solid understanding of the broad economic, business and financial aspects of transportation and supply chain logistics.
- Solid understanding of interest groups in transportation such as carriers and user associations.
- Strong communication and presentation skills.
- Demonstrated interpersonal skills with the ability to negotiate, consult and facilitate with various stakeholders.
- Strong political acumen including the appropriate treatment of sensitive information and situations.
- Strong organizational skills inclusive of project management and planning skills.
- Strong analytical and conceptual skills, including critical capacity for innovative thinking.
Duties:
Reporting to the Director of Transportation Policy and Service Development, this position requires the identification of transportation policy issues and subsequent analysis, development, coordination, promotion and implementation of transportation policies and service development initiatives consistent with the overall objectives of the Manitoba government. In this respect, the position requires the formulation of policy options and recommended courses of action to government in the context of existing and proposed provincial policy intentions in a variety of transportation related endeavours, and the provision of information to internal and external clients in support of policy undertakings and the ongoing responsibilities of the Division.
