The Manitoba Labour Board (the Board) is an independent and autonomous specialist tribunal responsible for the fair and efficient administration and adjudication of responsibilities assigned to it under The Labour Relations Act and any other Act of the Consolidated Statutes of Manitoba. The Board is seeking to fill the newly created role of Executive Director.

Essential Qualifications:

  •  Demonstrated leadership ability and senior labour relations experience;
  •  Post secondary degree in public administration, commerce, social sciences or law OR an acceptable combination of related education, training and work experience;
  •  An in depth understanding of and demonstrated experience with areas of labour relations such as certification, collective bargaining, grievance handling, and alternative dispute resolution;
  •  Demonstrated experience leading and managing a multi-disciplinary team to develop and shape a positive organizational climate to achieve broad organizational goals;
  •  Knowledge of the practices and procedures of labour relations boards;
  •  Demonstrated experience with administrative tribunals in a decision-making capacity;
  •  Demonstrated experience in human resources including recruitment, performance management, and respectful workplace policies;
  •  Demonstrated excellent written and verbal communication skills;
  •  Demonstrated political acumen with the ability to effectively deal with stakeholders and media on widely diverse, complex and publicly sensitive issues; and,
  •  Strong interpersonal skills with demonstrated ability to form and maintain effective partnerships.

Desired Qualifications:
 Demonstrated experience developing, interpreting, analyzing and/or implementing legislations/regulations, policies or procedures;
 Demonstrated experience in financial management including budgeting, accountability and reporting; and,
 Demonstrated experience in strategic and organizational planning.

Job Duties:
Reporting to the Chairperson of The Manitoba Labour Board, the Executive Director has overall responsibility for the general administration of the Board and its activities throughout the province in accordance with policies established by the Chairperson and the Board as a whole.  It develops future strategic plans, as well as short-term projects and activities, ensuring appropriate administrative, financial and program management occurs.  The role provides leadership to the staff of the Board; ensuring staff have the knowledge, training, expertise and support to deliver quality client service in a specialist tribunal environment, promoting a diverse and respectful workplace that fosters learning and growth.

The Executive Director acts as a liaison between the Board and Government officials.  The role is expected to interpret the legislative mandate and the policies of The Board and transform these into administrative plans, objectives, and operations.  It functions as the link between the Chairperson, Vice-Chairpersons, Representative Board Members and staff as well as the liaison between the Board and other adjudicative bodies, representing Manitoba at meetings of governmental officials and on labour issues.  The Executive Director also represents the Board in the promotion of labour and employment law and in outreach activities and consultations with community groups and other stakeholders. It must build and maintain positive, professional working relationships with stakeholders and industry associations to communicate labour and employee responsibilities.

The Executive Director develops and makes recommendations to the Chairperson with respect to the development of policies and procedures and provides advice regarding potential legislative and regulatory changes, and jurisdictional issues. It participates on cross jurisdictional and community committees, interdepartmental meetings and working groups on issues relevant to labour/employment. It maintains a positive relationship with Federal/Provincial Territorial counterparts and the community to deal with issues and common interests.
