eHealth Ontario is the organization enabling physicians and health care providers to establish and maintain electronic health records (EHRs) for all of Ontario’s 13 million residents.

The Integration Services Portfolio (ISP) aims to integrate these assets in a standardized, managed, coordinated and cost-efficient manner. Its deliverables support the eHealth Ontario clinical priorities and provide the foundation for the future provincial Electronic Health Record (EHR). The Clinical Data/Document Repository (CDDR) Program is a department within ISP.

The purpose of the Clinical Data/Document Repository program is to:
  •     Provide a Clinical Data/Document Repository solution for connecting South Western Ontario and connecting North Eastern Ontario;
  •     Provide implementation support to delivery partners;
  •     Oversee financial management;
  •     Integrate the Clinical Data/Document Repository solution with the provincial assets and the regions; and
  •     Support operations to provide hosting services.

The Manager, Program Office, CDDR, is responsible for all project management activities and is accountable to providing program-level view of project progress, status, issues and budget. The Manager, Program Office will lead a team of project managers and coordinators to deliver project work stream activities and provide overall program management including definition of charters, work plans, schedules and budgets, and tracking program issues and risks. The Manager, Program Office will work closely with EPPM to ensure agency-wide project management tools, procedures and best practices are implemented at the program level, and will be responsible for program level status reporting to EPPM.

Specific Accountabilities:
  •     Provides leadership in developing and project-managing a program consisting of multiple projects;
  •     Accountable for the successful delivery of the assigned portfolio of projects; on time, on budget, within scope and with high quality;
  •     Manages a team of Subject Matter Experts, project managers and coordinators as part of the core Program Team in a matrix environment, including  the deliverables of project managers provided through EPPM;
  •     Accountable for project  team building, coaching, and mentoring;
  •     Provides program level reporting of all project initiatives, including dashboards, issues, risks and financial status;
  •     Promotes and actively supports the on-going development and evolution of EPPM  processes within programs, providing assistance and support to the team members on use and adherence to project management principles;
  •     Accountable for on time reporting on portfolio status, identify discrepancies between project scope, resources and timing of milestone deliverables across delivery schedules;
  •     Accountable for stakeholder relationship management and  collaboration across the agency on all activities relating to program management of the portfolio;
  •     Responsible for the delivery for all projects and initiatives contained within the program, including managing the development and delivery of project outcomes through internal and external Work Groups.

Your Skills Make The Difference
Education:
  •     University degree in business administration or related discipline
  •     Certified Project Management Professional (PMP)

Experience:
  •     Over 12 years of project management or portfolio management experience, particularly  working on large-scale, complex IT projects in the areas of infrastructure and applications
  •     An ability to build and maintain strong, productive relationships with internal and external stakeholders
  •     Superior and demonstrated project/portfolio management skills
  •     Demonstrated experience in managing a team of project managers
  •     Demonstrated experience in working in a matrix environment
  •     Demonstrated experience in people management skills
  •     Superior and demonstrated reporting, written, communication and presentation skills

Technical Knowledge and skills:
  •     Expert knowledge of Enterprise Microsoft Project, MS Office and associated applications
  •     Expert knowledge of project management discipline and techniques
  •     Strong knowledge of IT service and Offerings
  •     Expertise in developing business plans and projects based upon IT strategies
  •     Experience in working with multiple stakeholder groups to gain consensus on IT initiatives and delivery approach
  •     Experience in project budgeting and forecasting
  •     Strong verbal and written communications skills including experience in facilitating
  •     Superior interpersonal and team management skills
  •     Work is performed in a normal office environment
