Organizational Setting and Reporting

The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. At the 1992 Earth Summit in Rio Janeiro, world leaders agreed on a comprehensive strategy for 'sustainable development'. One of the key agreements adopted at Rio was the Convention on Biological Diversity. The Convention establishes three main goals: the conservation of biological diversity, the sustainable use of its components, and the fair and equitable sharing of the benefits from the use of genetic resources. The Secretariat of the Convention on Biological Diversity (SCBD) is located in Montreal and is administered by UNEP. This post is located in UNEP/SCBD at the Montreal duty station. Under the overall guidance of the Executive Secretary and the direct supervision of the Computer Information Systems Officer, the incumbent will perform the following functions:

Responsibilities:
    Provide technical inputs and assistance by the Design, implementation, maintenance and enhancement of modern key information services of the CBD Secretariat, specifically the conference registration system and its related components;
    Assist conference participants in using the registration systems and coordinating, when requested, responses to their queries in an efficient manner;
    Prepare technical specifications for these information services, and design the corresponding architecture, user interfaces, web-based components, and underlying databases;
    Ensure smooth, reliable, secure and efficient operations of each information service;
    Contributes to Helpdesk functions;
    fKeep abreast of latest related technologies, and make sound use of them to implement relevant user-friendly features;
    Whenever needed, provide technical maintenance and support to users and advise senior staff in assessing and testing new technology;
    Write technical documentation whenever appropriate and
    Perform any other tasks, whenever requested or appropriate.

Education:
    A first-level university degree in computer science, information systems, mathematics, statistics or related field.

Work Experience:
    A minimum of two years of progressively responsible experience in the planning, design, development, implementation and maintenance of computer information systems or related area.

Languages:
    Fluency in English (both oral and written) is required. Knowledge of another UN official language is an advantage.

Assessment Method:
    Evaluation of qualified candidates for this position may include a substantive assessment which may be followed by a competency-based interview.

1. Appointment against this post is on a local basis. External candidates will be considered only when no suitable internal candidate from the duty station is identified. Staff members are subject to the authority of and assignment by the SG.
