Organizational Setting and Reporting

The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. At the 1992 Earth Summit in Rio Janeiro, world leaders agreed on a comprehensive strategy for 'sustainable development'. One of the key agreements adopted at Rio was the Convention on Biological Diversity. The Convention establishes three main goals: the conservation of biological diversity, the sustainable use of its components, and the fair and equitable sharing of the benefits from the use of genetic resources. The Secretariat of the Convention on Biological Diversity (SCBD) is located in Montreal and is administered by UNEP. This post is located in UNEP/SCBD at the Montreal duty station. Under the overall guidance of the Executive Secretary and the Principal Officer for Science, Assessment and Monitoring (SAM) and the direct supervision of the Programme Officer in charge of Invasive Alien Species, the incumbent will perform the following functions:

Responsibilities:
    Research and organize relevant substantive materials useful for initial analysis related to the implementation of the activities under the programme on Invasive Alien Species and Taxonomy;
    Conduct research and provide reports, project documents for submissions to governments for further consideration on the subject matter;
    Provide first draft of report for further analysis on Invasive Alien Species and Taxonomy Action Plans and in addition provide a synthesis document in collaboration with other partners/colleagues;
    Collect and analyze key Invasive Alien Species and Taxonomy related reports and documents from Parties and provide reports which are then uploaded to the CBD website for use by parties and the outside audience;
    Prepare first background information for use in discussions with governments and other organizations; respond to queries and participate in negotiations and coordination of the Invasive Alien Species and Taxonomy;

    Provide logistical and technical assistance for the organization and servicing of meetings and conferences organized or sponsored by SCBD, including drafting first sets of documents for distribution to parties, and ensure follow-up actions;
    Review information matters and ensure its update on a regular basis and also ensures the publishing of these materials on the SCBD Secretariat website relating to the Invasive Alien Species and Taxonomy;
    Prepare first draft of the background material pertaining to missions of Unit staff and meetings and file all the reports and related documents;
    Provide administrative and support services by maintaining a database of all substantive files related to the subject matter;
    Maintain a database of official /confidential correspondence, documents, instructions, reports, notices, circulars and records, in the language required;
    Maintain and update the filing database system for the unit;
    Provide an up to date record of status of correspondences and ensure timely follow up action on outstanding matters by the responsible officers;
    Provide draft correspondences from documents/reports from manuscript or dictation into final form for use by management;
    Perform other related duties as assigned.

Education:
Completion of Secondary school is required.

Supplemental courses /training in environmental, social or political sciences, business administration, environmental management is an asset.

Work Experience:
    At least seven years of progressively responsible experience programme or project administration or related area.
    Experience in the field of sustainable development or environment related programmes, environmental law, public administration and environmental conventions is an added advantage.

Languages:
English and French are the working languages of the United Nations Secretariat. For the post

advertised fluency in oral English is required. Knowledge of another official United Nations language is an advantage.

Assessment Method:
Evaluation of qualified candidates for this position may include a substantive assessment which may be followed by a competency-based interview.

1. Appointment against this post is on a local basis. External candidates will be considered only when no suitable internal candidate from the duty station is identified. Staff members are subject to the authority of and assignment by the SG.
