PURPOSE OF THE POSITION:
The Return to Work (RTW) Specialist will facilitate and broker the return to work of ill or injured employees as expeditiously as possible through collaboration with Management, WCB Specialists, Occupational Health Services, Local RTW Committees, Human Resources, Labour Relations, Workers’ Compensation Boards, Benefits, Insurance Carriers and required stakeholders while ensuring compliance with applicable legislation and Company Policies.
As an integral member of the HR Team, the RTW Specialist employs the principles of disability management to actively manage and ensure all disabled employees are provided with appropriate case management to affect an early, timely and safe return to work, reducing lost time and improving productivity, while decreasing financial loss to the organization.
POSITION ACCOUNTABILITIES:
- Implementing the RTW Program and Policy for all ill and injured employees within their geographic area of responsibility who are unable to return to their regular duties as a result of an occupational or non- occupational illness or injury. Adhering to the Company’s Return to Work and Workplace Accommodation Policies. Assisting employees in maintaining their dignity and self-respect by facilitating a timely and safe return to work, assessing the employee’s skills, developing job search plans by directing employees to the appropriate resources to facilitate accommodations into appropriate positions.
- Establishing effective communication between all stakeholders, which includes Senior Operational executives, Human Resources, Occupational Health Services, WCB representatives, Benefit carriers, and Senior and Local Union Representatives. Ensuring confidentiality of all sensitive information pertaining to the employees when developing and implementing return to work plans.
- Restricting medical information to functional abilities of the employee, rather than diagnosis.
- Ensuring RTW plans for Safety Critical Employees are approved through the Occupational Health Nurses in Occupational Health Services, due to the provisions within the Railway Safety Act, the Railway Association of Canada Guidelines, and the Fitness to Work Policy.
- Seeking assistance from the Occupational Health Nurses, when required, for return to work planning of complex cases. Defers cases in which further medical intervention is required, such as Independent Medical Evaluations, Functional Capacity Evaluations, safety concerns, and restriction clarification.
- Maintaining appropriate contact with the employee and the RTW Team.
- Ensuring the employee understands the procedures and responsibilities.
- Consulting with the employee, union or association, supervisor, treating physician and other stakeholders on abilities/restrictions, job demands, physical demands analysis, functional abilities forms, and timing of return to work.
- In conjunction with the manager, developing RTW plans and job match when an employee cannot go back to the pre-illness job.
- Liaising with community agencies across Canada to maximize vocational opportunities for employees with the community.
- Maintaining relevant statistics and metrics on the functioning of the return to work program
- Convening RTW Team and case review meetings as required.
- Overseeing the day-to-day functioning of the RTW Program in geographic location.
- Ensuring consistency of application of RTW program.
- Ensuring appropriate training for front line staff in RTW program.
- Ensuring appropriate general communication about the RTW Program.
- Implementing and maintaining the Company’s accommodation and Job Search process as it relates to employees with a disability who cannot be accommodated within their local work area.
- Assessing employee’s skills, develops job search plans and directs employees to the appropriate resources to facilitate accommodations.
- Providing assistance with inter/intra-departmental transitional work and placements.
- Researching and utilizing all-relevant information, including functional capabilities and restrictions and employee skills to conduct vocational assessments, develop and implement individual vocational plans.
- Collaborating with key stakeholders responsible for the Employment process to develop effective Hiring processes which identify available positions within the Company for employees requiring permanent accommodations.
- Managing employees’ job search efforts, through coaching, training, and other support systems.
- Liaising with Occupational Health Services, WCB Specialists, and Insurance Carriers, to obtain regular updates on return to work dates, workplace restrictions and limitations to ensure timely return to work and accommodations.
- Assist managers with developing and maintaining a list of available and appropriate modified work duties which can be used for temporary accommodations within area of responsibility.
- Developing and implementing an effective communication strategy for marketing the RTW program to all levels of management, unions and employees.
- Providing assistance and guidance to management and unions in all forms of accommodations, including job modification, acquisition of assistive devices, etc.
- Making recommendations for resolving cases that cannot be accommodated within the company as per accommodation policy.
- Provide relief for CP’s WCB Specialists when required: submitting new claims to the WCB, timely correspondence with the boards, etc.
POSITION REQUIREMENTS:
- Experience in disability management coordinating modified work programs and return to work planning for occupational and non-occupational illness and injury is essential.
- Minimum of 3 -5 years’ experience in return to work programs, claims management or an equivalent combination of education and experience preferably in union environment is required.
- Working knowledge of Part II of the Canada Labour Code, Canadian Human Rights legislation, return to work principles and disability management practices.
- Formal education in disability management, University degree or equivalent in related field e.g Post- Secondary Education Diploma with Certificate in Disability Claims Management (CRTWC, CDMP) is an asset.
- Experience in an occupational health setting or HR experience would be an asset.
- Designation in a health or health related profession (i.e.: Kinesiology, Physiotherapy, Ergonomics, Occupational Therapy) is a definite asset.
- Significant knowledge and understanding of Workers’ Compensation legislation.
- Knowledge of railway operations and jobs is an asset.
- Ability to work collaboratively with multidisciplinary teams to effectively manage the safe and timely return to work of injured or ill employees.
- Demonstrated exceptional leadership, interpersonal, organizational, verbal and written communication skills.
- Well-developed computer skills required in Word, Excel, Outlook, HRIS systems.
- Proven ability to establish priorities and meet deadlines and demonstrated ability to work either independently or as part of a team.
- Must have superior coaching and mentoring skills.
- Ability to market accommodations to all levels of management.
- High tolerance of ambiguity and high initiative.
- Results driven with proven multi-tasking.
- Understanding of accommodation principles, techniques and requirements.
- Must be available to travel approximately 10 -20% of the time.
- Will be required to visit indoor and outdoor jobsites under various weather conditions, wear appropriate Personal Protective Equipment (PPE), and perform required workplace assessments.
