Job Summary:
The Financial Markets Department (FMD) is aligned with the financial system function of the Bank of Canada. The department provides analysis, policy advice and research on a wide range of topics in support of the goal of promoting the safety and efficiency of the overall financial system both domestically and internationally. FMD also contributes to the monetary policy and funds-management functions. In coordination with the Funds Management and Banking Department, FMD contributes to the overall management of Government of Canada financial assets and market debt, and executes the transactions that the Bank undertakes on behalf of the Government of Canada in Canadian-dollar and foreign-currency-denominated markets. Finally, the department advises on and implements monetary policy, and provides liquidity to the financial system, through a range of operations.

Reporting to the Assistant Director, Business Analysis and Systems Support (BASS), you are expected to provide business analysis, software testing and application support as you work on projects and enhancements related to the information systems used within the department.
You combine strong analysis, problem-solving and communication skills with your broadening knowledge of the business to achieve high levels of customer satisfaction and quality within the systems development life cycle.

Depending on previous experience, you may be required to lead or participate in large projects within the team or the department. You will also be required to provide guidance and coaching to more junior Business Analysts.

Central Responsibilities:
• monitor and provide support to day-to-day information systems of FMD
• lead and/or participate in the analysis phase by gathering and managing user needs and requirements
• lead and/or participate in functional testing, acceptance testing and the training of end-users
• apply a variety of analytic processes and techniques in analyzing FMD’s business to identify opportunities for improvement and ensure that standards are adhered to
• identify alternatives and propose recommendations for system changes to meet business requirements, including an assessment of the impact of proposed changes on the existing functionality
• assess current policies, programs or services to recommend changes to support continuous improvement
• investigate trends and irregularities to identify causes and make recommendations for changes to processes or systems in order to enhance service delivery or minimize operational risk
• monitor external trends or business practices to provide input to business decisions and opportunities
• work with colleagues and clients to resolve new and/or more complex problems brought to you by more junior team members
• develop and maintain collaborative relations with internal and external counterparts (partners, clients, suppliers and stakeholders) to support operational objectives
• provide guidance and training in field of expertise to colleagues and staff throughout the department
• provide input in the team planning processes
• lead Type 1 – 2 projects or participate in Type 1 – 4 projects and provide advice related to field of expertise

Key Requirements:
• a completed college or university degree (preferably in information technology, finance or statistics) or
• a minimum of three years of relevant experience in at least one of the following disciplines: business analysis, project management, information technology or financial markets

or
• an equivalent combination of education and experience may be considered in addition:
• English or French essential
• strong communication skills, both oral and written
• ability to quickly grasp and analyze complex issues, diagnose multi-dimensional problems and devise insightful/appropriate responses or strategies to address them
• ability to anticipate future opportunities or uncover potential problems and devise plans to address them
• ability to plan, organize and perform multiple tasks concurrently; set priorities; focus on detail/quality; and meet deadlines
• strong interpersonal skills that include a firm commitment to learning the client’s business and acting as a trusted adviser
• ability to interpret and analyze statistical data
• knowledge of system development methodology, including a commitment to the success of the testing phases and processes
• ability to write business impact analyses based on the requirements and needs of the client
• ability to work with technical specialists and suppliers to ensure that client business needs and requirements are met
• ability to work independently or in a team environment with minimum supervision

Assets:
• good communication skills in both official languages
• knowledge of the business activities and the standard and specialized systems (Findur, Oracle) used in FMD
• knowledge of the Bank’s functions and how they relate to Canada’s financial system
• Business Analysis certification through a recognized learning organization
• International Institute of Business Analysis (IIBA) Certified Business Analysis Professional (CBAP) designation
• an awareness of programming concepts
• an awareness of web page management
