Project Services Branch, Accommodation Services Division is seeking highly motivated individual to join their team.  Project Services is one of seven (7) branches within the Accommodation Services Division of Manitoba Infrastructure and Transportation.  The Project Services Branch provides project management of both Capital and Client-funded accommodation projects by utilizing internal and external professional and technical expertise and is responsible for space accommodation within the Province’s leased and owned building inventory of over 7.5 million square feet.

Qualifications:
Essential Criteria:
    Post secondary education related to either Business Management, Engineering, Architecture, Public Administration, Economics, Planning or a suitable combination of education and experience.
    Experience applying fundamental principles of project management and program delivery modes.
    Knowledge in Strategic and Operational planning.
    Knowledge in Change Management challenges and methodologies.
    Experience in preparing and managing budgets complimented with knowledge of government protocol and the provincial estimates process.
    Excellent interpersonal skills with the ability to communicate in a highly sensitive and politically driven work environment and deliver presentations to a variety of audiences.
    Excellent leadership skills with experience in leading a diverse team, while maintaining a high profile in building and promoting working relationships with clients and stakeholders to achieve results.
    Excellent written communication skills, with demonstrated ability to write politically sensitive and confidential documents with a high level of accuracy and detail.
    Knowledge of Human Resource issues and processes.


Desired Criteria:
    Demonstrated knowledge of policy development with the ability to apply that knowledge to program design, implementation, and evaluation.
    Knowledge of government legislative processes, statutes and regulations and their relationship to departmental, divisional, branch and agency policies and objectives.
    Experience developing performance measures that effectively measure intended goals and objectives.


Condition of Employment:

Duties:
Reporting to the Assistant Deputy Minister of Accommodation Services Division, the incumbent manages the delivery of capital and client funded accommodation projects and supervises the work of senior professionals within the branch who take the lead and participate in the development of innovative policy and program options.  Is responsible for managing components of the Client Services Management Portfolio of the branch.  Serves a critical role addressing multiple and complex HR issues as it relates to the branch.  Responsible for the development and monitoring of policies, procedures and guidelines for activities associated with project delivery activities regarding the accommodation portfolio.  The incumbent also represents the department on inter-departmental task forces, committees and working groups.  The Director is actively involved in strategy and policy development, objective setting, budgetary and resource allocation and the establishment of management practices and controls.
