BUSINESS UNIT DESCRIPTION
Compliance provides independent oversight of compliance with applicable regulatory requirements, and assists in reducing and managing regulatory risk. The Department’s focus is on requirements that govern the relationship between CIBC and its clients. The Anti-Money Laundering (AML) group reports through Compliance.

The AML Group is responsible for all aspects of CIBC's Anti-Money Laundering and Anti-Terrorist Financing regime, including development of policies and procedures, developing and/or delivering training, and reviewing the activities of CIBC's business and infrastructure groups; and investigative activities, including the receipt and analysis of information that may indicate money laundering, terrorist financing or sanctions violation, or other high-risk activity.

JOB PURPOSE
Reporting to the Director, AML Projects, the Senior Manager, AML Testing is responsible and accountable for the management, development, maintenance, and administration of the AML Group’s program with respect to testing the effectiveness of AML processes within CIBC’s Canadian lines of business (“LoBs”).  The Senior Manager, AML Testing is responsible for managing and leading an existing team of examiners within the AML Group that conducts effectiveness reviews of LoB processes and practices in Canada. In addition, the Senior Manager, AML Testing assists other testing areas across the bank, including Internal Audit, other groups within Compliance, and the Retail Integrated Business Control Services Field Risk Services teams in the development and design of testing methodology with respect to AML/ATF procedures and related reporting.  Senior Manager, AML Testing builds and maintains relationships with colleagues within AML Compliance, Internal Audit, across CIBC’s Canadian lines of business and in audit and AML-related industry groups. Using their intimate understanding of effectiveness testing, the Senior Manager, AML Testing will ensure that all effectiveness testing conducted by AML Compliance is comprehensive, controlled, effective and delivered in a manner that is as unobtrusive as possible.  Additionally, the Senior Manager, AML Testing is responsible for ensuring that the results of all effectiveness testing are communicated to the applicable executives and incorporated into AML Compliance’s assessment of the AML/ATF risks associated with the LoBs.

Provide leadership and effective management of business unit staff to influence employee commitment to the organization, to the team, and to their job by;

The Senior Manager, AML Testing:

·         Independently manages the AML Group’s testing group, including the scheduling of engagements, development of testing methodology, review of examination team working papers and review of assessment reports prior to submission to Senior Director, AML Programs.

·         Recommends to the Director, AML Projects improvements and enhancements to AML’s effectiveness testing program.

·         Oversees AML testing methodology employed by other LoBs (e.g. Internal Audit, Compliance, Retail Field Risk Services), including with respect to the design of the tests, and the reporting of test results, recommending changes as required.

·         Tracks identified issues, including resolution of action plans implemented by LoBs through closure.

·         Serves as the primary contact and “face” of AML Compliance for the purpose of bank-wide AML effectiveness testing and promotes a deep understanding of the purpose AML effectiveness testing across all Canadian LoBs.

·         Identifies and escalates trends resulting from testing reports, and ensure timely and robust reporting of issues to senior management and executives.
·         The Senior Manager, AML Testing has a staff of 2 directs.

Qualifications

KNOWLEDGE AND SKILLS
·         Extensive experience in the field of Anti-Money Laundering, including an extensive knowledge of AML regulations and practices.

·         Extensive knowledge of testing principles and practices for procedures and processes and the ability to create test plans to ensure conformance to design and identity and resolve variances.

·         Undergraduate degree combined with an auditing or accounting designation (CA, CPA, CIA, CMA and CGA) is preferred.

·         Thorough knowledge of auditing practices, processes, standards, techniques, procedures and principles sufficient to interpret complex concepts is preferred.

·         Comprehensive knowledge of CIBC’s objectives, strategies and business activities.

·         Extensive working knowledge and understanding of CIBC’s organization, and business accountabilities.

·         Strong leadership and people management skills sufficient to lead and motivate a professional workforce.

·         Well-developed interpersonal skills, with an ability to establish strong relationships in order to build trust amongst all stakeholders (both internally and externally).

·         Solid relationship management and negotiation skills with the ability to influence others when there are differences of opinion.  There is a need to negotiate mutually satisfactory compromises regarding deficiencies with executive-level clients.

·         Excellent, written and oral communication skills together with strong presentation skills to ensure that employees at all levels attain the appropriate level of understanding of anti-money laundering and to ensure that all available information relating to money laundering is cascaded throughout all business groups.

·         Ability to manage competing/demanding priorities.

·         Excellent organizational, planning and time management skills.

·         Awareness of sector trends, opportunities and challenges.
