Job Description:  
  This is a working Foreman position primarily responsible for the operation and maintenance of the Water Supply and Distribution Systems, and the Sewage Treatment and Collection Systems. The Foreman assists the Director of Operations in achieving efficient operation and continuous improvement of the Public Works Department through leadership, vision, organization, and a commitment to safety. The Foreman exercises considerable independent judgment with minimum supervision. The position is subject to review and evaluation by the Director of Operations.

Duties:  
  •Plan, direct, supervise, coordinate and participate in the work of staff and contractors and ensure that work is completed according to good construction and maintenance practices.
•Ensure that all acceptable and reasonable safety measures are taken to protect the public, staff and equipment. Be an advocate of the District of Hope Health and Safety Program.
•Continuous improvement of staff through leadership, teambuilding, and training.
•Initiate innovative improvements to District facilities and work methods through creativity and collaborative effort.
•Assess the performance of staff and provide input to the Director of Operations with regard to employee performance and skill development.
•Prepare oral and written reports, work schedules, estimates and budgets. Perform safety and maintenance inspections and keep accurate records.
•Investigate public concerns, initiate appropriate corrective action and maintain positive public relations with the community.
•Assist the Director of Operations in developing and implementing improvements.
•Be available on an “on-call” basis to respond to emergencies and be on the standby rotation.
•Performs related work as required.

Educational Requirements:
    The Utilities Foreman must be a minimum of Grade 12 plus be in possession of a valid E.O.C.P. Level 2 Water Distribution Certificate and Level 1 Wastewater Collection Certification, along with a minimum of five (5) years experience in municipal water and wastewater field, or an equivalent combination of education and experience. The successful candidate must be in possession of a valid Class 5 BC Driver’s License with air endorsement.

Skill Requirements:   
 • Must have a minimum of Grade 12 plus certified successful completion of post-secondary education and a minimum of 5 years experience in the municipal water and wastewater field, or an equivalent combination of education and experience.
• Must be in possession of a valid Class 5 BC driver’s license with air endorsement.
• Must be in possession of a valid E.O.C.P Level 2 Water Distribution Certificate and Level 1 Wastewater Collection Certificate.
• Considerable knowledge of the practices, procedures, methods, materials, tools and equipment used in construction/maintenance of municipal facilities and works.
• Considerable knowledge of WCB Regulations, occupational hazards and safety procedures.
• Demonstrated ability to establish and maintain effective work schedules and prepare written reports, keep records and effectively communicate orally and in writing in the English language.
• Demonstrated ability to read and understand engineering drawings and estimate time, labour, equipment and material requirements for construction and maintenance work.
• Demonstrated ability to deal with the public in a courteous, tactful and diplomatic manner.
•Demonstrated ability to coordinate and supervise multiple projects including control and monitoring of staff, consultants and contractor’s work and performance.
•Demonstrated ability to work effectively with other staff and/or independently with a minimum of direction and make responsible decisions related to work performed.
•Demonstrated ability to establish and maintain effective working relationships with other staff and the public.
•Sufficient physical strength, stamina and coordination to effectively perform the work indoors or outdoors under all weather conditions.
•Good knowledge of Supervisory Control and Data Acquisition (SCADA) systems.

Candidates should be highly motivated, an energetic team player who must use considerable independent judgement in operational decisions.
Salary:     $33.00/hr + certification premiums
Wage rate during 120 day probationary period is 90% of the wage rate
Additional Information:     The incumbent will work the standard workweek in accordance with the most recent Collective Agreement and on occasion work overtime as authorized. The work may be performed indoors or outdoors in all weather conditions. The incumbent will be a member of the C.U.P.E. Local 458
