Elections Manitoba is the independent office of the Legislative Assembly responsible for the free and fair conduct of all provincial electoral events and the regulation of political financing.

Qualifications:

Essential skills/expertise:

  •     Completion of a relevant degree (social sciences, political sciences, public administration etc.) supplemented by significant management experience.  An equivalent combination of education and management experience may be considered.
  •     Superior organizational, project planning and implementation skills which are critical to managing the decentralized election process.
  •     Demonstrated supervisory skills including the ability to recruit, lead and motivate a diverse team.
  •     Strong track record of results-based project management. 
  •     Demonstrated analytical skills, innovation and flexibility to develop solutions for problems and policies, as well as to provide recommendations for continual improvement. 
  •     Excellent interpersonal skills including demonstrated history of building strong working relationships with diverse groups of people.
  •     Demonstrated experience delivering high quality service to a variety of stakeholders. 
  •     Demonstrated experience interpreting, discussing, understanding and explaining complex issues and legislation. 
  •     Ability to prepare thoroughly researched and well-written communications such as discussion papers, policy documents, reports, proposals and legal interpretations.
  •     Ability to respond to a continuously fluctuating organizational workload, due to the uncertainty of timing of some electoral events as well as changes in legislation.
  • Preferred skills/expertise:
  •     Extensive specialized knowledge of election legislation, policies, procedures and precedent in Manitoba and/or other jurisdictions and the understanding of guiding principles and best practices in electoral management would be considered a strong asset.
  •     Experience developing and delivering training programs.

Duties:

Reporting to the Deputy Chief Electoral Officer (DCEO), the Manager of Elections Operations is responsible for the development and implementation of programs to conduct electoral events in accordance with The Elections Act (EA). This includes responsibility for the overall development of the project plans, integration and oversight of operations department; program direction and evaluation; supervision of operations staff and control of resource management.
