Job Description:
The Manager, Operations Compliance manages the environmental, health, safety, security and transportation compliance programs related to the storage and handling of agricultural chemicals and fertilizers at facilities in Crop Production Services Canada, Inc. (CPSC)This position is responsible for implementing technical and regulatory approaches within CPSC EHS&S policies and procedures. In addition, this position is responsible for managing environmental, health, safety, security and transportation issues with branch, division and corporate management. This summary of job responsibilities and duties is meant to be a general description of this position and is not all-inclusive. A valid driver’s license is required.
Essential Job Responsibilities
Regulatory Management:
Identify environmental, health, safety, security and transportation regulations applicable to materials and processes at CPSC locations;
Assist locations in understanding and implementing EHS&S and transportation regulations and standards;
Conduct CPSC EHS&S and transportation compliance audits;
Prepare and lead training meetings and train-the-trainer sessions;
Assist facilities in understanding and implementing regulatory programs;
Assist facilities when interacting with regulatory agencies;
Keep apprised of federal, provincial and municipal laws and regulations affecting facilities; and
Maintain working relationships with regulatory agencies.
Safety Management:
Investigate incidents together with Facility Management such as injuries, vehicle accidents and property damage
Oversee preparation of correction action plans for each incident;
Ensure notification is made to regulatory agencies and company management for incidents; and
Monitor facilities for unsafe conditions.
Environmental Management:
Respond to and assist in coordinating spill response efforts;
Regularly evaluate the operational practices at locations for environmental risk;
Evaluate proposed acquisitions, leases and consignment facilities for safety and environmental risk;
Work with management to identify locations for new facilities;
Assist the facility and Division Management on construction projects (Management of Change);
Work with Division Management on environmental issues when closing or selling a facility; and
Assist facilities in waste management issues.
Transportation Safety:
Assist facilities in implementing transportation and fleet safety programs such as driver qualification files and defensive driving training;
Assist facilities with transportation regulatory compliance.
Minimum Qualifications:
High school diploma required;
Bachelor’s Degree in safety, environmental science or related field preferred;
Professional certification (safety or environmental) preferred;
Minimum of 5 years experience working in environmental, health and safety preferred;
Knowledge of federal and provincial laws and regulations including (but not limited to) Occupational Health and Safety (OHS), Canadian Environmental Protection Act (CEPA), Provincial Agricultural Regulations, Provincial and Federal Transportation Regulations, Industry Standards, etc.;
Knowledge and experience of agricultural chemicals and fertilizers is desired;
Strong verbal, written, analytical and persuasive skills and ability to interact with all levels of employees and management;
Ability to speak in front of an audience and organize a supporting presentation;
Exhibit computer literacy with strong proficiency in Microsoft Office programs including MS Word, Powerpoint and Excel;
Self-motivated and disciplined requiring little to no supervision, ability to concurrently deal with multiple projects and meet deadlines;
Excellent organizational skills;
Ability to travel up to 50% of the time;
Must be able to lift 25-50 lbs.;
Must be able to work outdoors in a wide range of temperatures and weather conditions;
Must be able to operate in a drug-free workplace;
Able to work in proximity to pesticides and hazardous products while wearing personal protective equipment including nitrile gloves, tyvek suits, and hard hats;
Able to be certified by a physician as to fitness to wear a respirator;
Able to type on a computer for extended periods of time.
