Information Technology Services Branch is looking for a creative, highly motivated self-starter to fill our Senior Business Analyst/Project Manager position. We are seeking a professional who is interested in working in an ICT project-based environment and welcomes the challenge of improving processes, managing multiple priorities and successfully delivering projects.

Qualifications:
The following criteria are considered essential:
    Bachelor’s degree or college diploma in Computer Science or a related discipline and several years of experience or an equivalent combination of relevant education and experience.
    Experience in ICT business analysis including documenting business requirements.
    Experience in ICT project management including knowledge of industry best practices, such as PMBOK®.
    Extensive experience delivering ICT initiatives and/or change management.
    Experience delivering presentations to various audiences with the ability to facilitate and lead meetings.
    Strong planning and organizational skills.
    Strong analytical and problem solving skills.
    Excellent written communication skills.
    Excellent interpersonal skills with the ability to work in a team environment.
    Advanced knowledge and proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) as well as other software programs such as: Visio, SharePoint, SharePoint Designer, Project Professional, Enterprise Architect, or similar software.
    Knowledge and understanding of relational databases and data modeling.


The following criterion is desired:
    Experience working in a geographic information systems (GIS) environment is desired.
    

Duties:
The Senior Business Analyst/Project Manager is part of a team of professional Project Managers and Business Analysts. This position is generally accountable for leading teams to successfully deliver assigned projects, facilitating and documenting business needs, user requirements and generating detailed business requirements.


As a Senior Business Analyst, the incumbent must be able to fully understand the functions of the business area, the interrelationships with other business areas within and external to the department and effectively capture and document the functional and non-function business and system requirements to meet changing business needs and technologies. This position works closely with various ICT service providers to ensure the appropriate selection and implementation of ICT investment initiatives.


As the Senior Project Manager, this position is accountable for leading project teams engaged in business procedural/system reviews, feasibility studies, cost benefit analyses, business requirements definition, program/business transformations, business solution evaluations, request for proposal (RFP) preparation, procurement, vendor selection and contracting. Also this position is required to manage and lead technical teams during design, application development, systems configuration, systems integration, training, testing, and post implementation reviews.
