Primary Focus:
This position is available in Edmonton (Preferably) or Calgary.

Provide Professional Engineering level design, constructability review and construction management expertise; both practical and technical, inclusive of strategic thinking related to project development, execution planning, detailed design and design review, cost estimation, design and construction quality review, safety and environmental leadership; in support of Major Projects capital projects during all phases of the project life cycle gating process – Screening, Planning, Design & Procurement, Construction, Start-up and Close-out.

Responsibilities
MP Engineering and related Project Development Support:
As a specialist, provide detail design, construction expertise and leadership to MP projects during all phases of the Project Lifecycle Gating Process (PLGC) in accordance with functional Department mandates and project specific engagement plans and objectives.
Focused on objectives of; least total installed project cost, fit for purpose design, quality and functionality, safety, environmental, code and/or regulatory compliance during capital project development, design reviews and related construction execution planning.
Lead and/or significantly participate in strategic planning for design and/or construction execution activities; assuring focus on cost, scope, schedule and risk management for unclassified and classified project proposals.
With regard to gas compression and/or liquids pump station and/or tank/terminal facilities projects; will lead or play a significant role in coordination of: preliminary and detailed facility siting studies, major crossing investigations, design and construction specifications development and review, critical prep and/or review of facilities configurations and footprints, internal stakeholder coordination, temporary and extra temporary workspace associated with facilities construction access plans, logistics and budget planning.
Accountable to lead, assist and ensure applicable facilities design specifications meet Enbridge business needs; are current and ready for use by project teams. Includes involvement in development, maintenance, interpretation, implementation and change management of construction specifications and quality assurance processes that are both fit for purpose and commercially suitable for inclusion in construction contracts.
Participate and provide leadership, design and construction expertise during design and constructability reviews for conceptual and detailed designs, inclusive of assuring proactive critique of design(s)/plan(s) and advise on least cost alternatives.
Lead and/or significantly participate in optimizing contracting / procurement strategies, design and construction specifications, construction practices, quality assurance, cost control and reporting for classified and unclassified project proposals (stage gates 1 & 2).
As an industry proven leader and subject matter expert, provide design and construction management services, including arranging and managing contractors and /or inspection services as required in specialized areas of gas compression and/or liquids pump station and tank/terminal facilities projects.
As a subject matter expert with a proven industrial track record spanning multiple project initiatives, provide leadership to design and construction execution planning including construction management and related field execution resources, definition of team roles and accountabilities, preparation of resource loaded schedules based on design and/or construction work packages (DWP/CWP) and crew configurations, related costs, assumptions, strategies and risks.
As a subject matter expert, provide coaching, leadership and direction to PD project managers, active project teams and engineering consultants on the “Enbridge Way” of preparing projects, ensuring readiness for execution inclusive of assuring the implementation of lessons learned.
Provide leadership and/or guidance in the selection of contractors for pipe and facilities design services.
Inherent to daily work – openly mentor and train core staff, contract employees and consultant resources.

Construction Services:
Responsible for providing and applying the highest level of facilities construction execution management expertise in the company. Expected results are proactive decisions and management of expert construction resources, processes and tools. Development and implementation of construction and related inspection best practices which directly and significantly impact the financial, safety, environmental and reputational success of the company.
Accountable to lead, assist and ensure applicable facilities construction specifications meet Enbridge business needs; are current and ready for use by project teams. Includes involvement in development, maintenance, interpretation, implementation and change management of construction specifications and quality assurance processes that are both fit for purpose and commercially suitable for inclusion in construction contracts.
On a planned basis will unilaterally schedule and conduct assessments of construction management means and methods employed on work in progress active projects, provide related observations, reports and recommendations to both Project Management and Construction Services’ management. Independent assessment of cost, scope and schedule objectives versus most recent formal project reporting are a focus, as well as, acquisition of perspectives from key Operations and Contractor stakeholder management representatives.
More senior incumbents will be able to transition into Project Engineering & Construction manager roles as business needs dictate, with minimal transition time, in order for the project to most efficiently continue.
In stage gates 3 and 4, while employing tactics and skills of an influential and compelling nature and working with Execution Management Teams, is accountable to provide value added constructability and construction execution input through to issue-for -construction readiness – including advice via ‘cold eyes review’, of and pertaining to, project specific execution plans, contracting strategies, work and contract tender packages, risk registers, resource loaded cost and schedule forecasts, etc., per agreed project engagement plans and agreed services budgets.
As a subject matter expert, demonstrate sound understanding of the construction industry as a whole and able to develop and communicate mitigation strategies related to pipeline industry related construction execution risks.
Actively assist and/or initiate strategic work related to construction and field services contractor supply and demand intelligence, including competition amongst Enbridge projects as well as broader industry.
Lead and/or significantly participate in industry committees, technical organizations, conferences/forums related to the design and construction of Enbridge assets.
Continuously and consistently think and promote behaviors/actions in the interests of corporate and portfolio good; over and above project objectives.
Inherent to daily work – openly mentor and train core staff, contract employees and consultant resources.
Passionately and actively contribute to quality inspection programs, project safety and security management initiatives as opportunities present.
More senior incumbents will regularly represent the Department Manager and act on their behalf.
More senior incumbents will have experience in pipeline and facilities construction as well as broad base oil and gas experience, enabling them to support and provide leadership on a significant variety of Enbridge projects through all Business Units.

Qualifications:

  • A P.Eng, or P.E. designation with eligibility for Professional registration in Canada, combined with multi-year/project facilities design experience is required. Other combinations of trade and technical education combined with extensive applicable field experience will be considered.
  • A minimum of ten and preferred fifteen years (P.Eng/PE) progressively responsible facilities design and construction/project management experience involving large bore pipelines, terminals, tanks, booster pumps, gas compression facilities and related civil, structural, mechanical and electrical infrastructure is desirable.
  • Related Mechanical, Civil and/or Electrical Engineering background with minimum (P.Eng/PE) ten and preferred fifteen years multi-project facilities design and/or related construction/project management experience is required for this role. Preference will be given to candidates with combined Engineering and Construction skills in addition to minimum/preferred years/multi-project experience spanning a broad base of oil and gas pipeline related facility installations.
  • A technical and working knowledge of design and construction codes including but not limited to: CSA Z662, API 650, DOT 195, ASME 31.3, CEC & NEC, IEEE, EUB, NEB, OSHA, PHMSA, FERC is required.
  • Highly effective interpersonal skills with proven ability to work with diverse groups and individual personalities is required (project team, external stakeholders, customers, contractors field and management resources)
  • Develops and maintains productive relationships with all internal and external stakeholders including: management, project teams, customers, contractors or other functional areas.
  • Good oral and written communication skills, including detailed attention to authoring of specifications, reports, etc., that are a direct reflection on self and the larger team.

  • Sound understanding of construction EH&S legislation, contract law, related Enbridge governance and preferred business practices.

  • May be required to recruit, coach and mentor contract employee peers, and when destined to transition to an execution role will be accountable to assist with defining the corporate performance standards and expectations of a Project Construction Manager.
