Description:
Primary Focus:
This position is responsible for the coordinating and monitoring of work orders generated in Canadian Projects. Responsible to provide work order and contract support to the project managers and project engineers within Canadian Projects Responsibilities also include: overseeing the work order and contract process from inception through to conclusion, tracking all work order submissions, liaise with third party vendors, as well as responsible for coordinating and tracking all contractor legal documentation.

Responsibilities:
Completes contracting processes, ensuring conformance with Company governance, legal and audit requirements, utilizing policies and industry best practices.

Responsible for administrating work orders and/or contracts in accordance with the Enbridge Contract Selection, Review and Administration Policy (CSRAP).

Assures a high level of scrutiny and ethics is maintained throughout the contracting processes.

Responsible for the preparation, issuance, review and maintenance of a variety of contract documents.

Responsible for the RFP and bid-opening procedures, bid evaluations and preparation of awards documentation.

Maintains current knowledge of service market trends to support the needs of the internal customers.

Proactively provides strategic advice regarding contracting strategies.

Responsible for consultation with appropriate internal stakeholders (EH&S, Legal, Finance, Tax & Risk, SOX, Audit etc.)

Responsible for assessing and tracking contractor performance and maintain current, prequalified supplier databases.

Responsible for ensuring prequalification of contractors based on safety, quality, financial and technical components.

Responsible for supporting contract amendments and commercial disputes as required.

Liaise with Construction, Safety and Quality Assurance Coordinators to initiate work order requests for all Field Inspectors and Utility requirements under Canadian Projects.

Develops, organizes and oversees the work order process from inception through to conclusion to ensure timely, efficient and correct execution.

Manage the work order entry process and revision process in consultation with the Control Engineers/Analysts to ensure revisions are processed in a timely and accurate manner

Point of contact for all Canadian Projects Field Inspectors; providing support and assistance as required. Maintain good communication and keep Management fully informed.

Liaise with third party vendors with regards to work order submissions and queries thus maintain good working relationship and enhance the working partnership.

Identify opportunities for improvement to current work order process for managing Field Inspector work order expiration, rates, work sites and active projects.

Receive and log all documents from vendors and distribute to the responsible parties where required.

Administrator for the Construction Services SharePoint Site

Responsible for logging all Field Inspectors training and safety requirements, as well as tracking their onboarding.

Qualifications:
The candidate may poses a University Degree, with a minimum of 4 years of progressively responsible and diverse multi-discipline experience. A technical, business or supply chain management degree or diploma certificate in Construction Administration or equivalent combination of education or experience.

Proven abilities to initiate and manage change, be innovative, problem solve, negotiate, think strategically and work well in a team environment.

Strong computer skills including experience with project management software.

Basic familiarity with contracting, procurement standards, practices, procedures and records management.

Salary will be commensurate with qualifications and experience.
