This position acts in the capacity of instructor, evaluator, course development resource person, and mentor for the field trainers and operators. This position will assist the Fleet Training Coordinator in the establishment and application of fleet operating and safety policies within the scope of the City of Regina Equipment Operator Training Program, as well as the investigation and evaluation of fleet related accidents. This position reports to the Fleet Training Coordinator.
Typical duties include:
Assist the Fleet Training Coordinator in the on-going development of the City of Regina Equipment Operator Training Program.
Develop, conduct and maintain appropriate vehicle and equipment operating and maintenance training programs to support city fleet operations.
Evaluate, instruct, and examine existing and prospective equipment operators and certifies, denies or otherwise determines operating limitations in accordance with the City of Regina Equipment Operator Training Program.
Conduct a variety of driver/operator education programs to City of Regina departments and areas.
Assist user areas in assessing operator training needs.
Conduct analysis of equipment accidents for compliance issues and training requirements; plans, co-ordinates or delivers training programs as identified by the analysis.
Oversee and assist field trainers with functions related to operator training.
Participate in the Incident/Collision Review Process.
Perform related duties as required.
Provide training for management personnel in the operation of equipment in the event of withdrawal of services due to labour disputes.
Develop specific equipment operator training, standards and work procedures related to a typical municipal vehicle fleet.
Update and maintain training records and reports in both computerized and written formats.
Prepare presentations and training lessons in a variety of delivery formats including a computerized multimedia format.
Assist user divisions with the development of work procedures and practices where related to equipment operation.
Conduct periodic and random vehicle and equipment safety inspections.
Provide input into the purchase of new equipment, modifications to existing equipment, and to help determine equipment practicality and suitability for City operations.
Follow the rules and regulation of the Provincial Occupational Health & Safety Act and the City of Regina Occupational Health & Safety Manual.

The knowledge skills and abilities are obtained through completion of Grade Twelve (12) supplemented with a Certificate in Human Resource Development combined with three (3) to five (5) years experience in the operation, care, maintenance and inspection of various types of complex municipal or construction equipment
Supervisory experience with a background in equipment operator training. Experience in script writing, instruction manual writing, professional presentation and instructional techniques with particular emphasis on adult instruction. Experience with various presentation formats including a computerized multimedia format.
Must be able to attain provincial certification to instruct provincial programs that are within the area of responsibility (e.g. Propane Dispensing, Forklift, etc.).
Knowledge of and the ability to conduct employee and equipment evaluations and draw conclusions based on testing and performance factors.
Ability to work independently with minimal supervision and demonstrate sound decision making skills in difficult, high stress situations that arise in the normal course of duties.
Knowledge of training principles, methodology, and adult learning theories.
Thorough knowledge of the safe operation, maintenance and inspection of the City of Regina fleet and knowledge of the type of work conducted with municipal equipment.
Knowledge of and ability to interpret municipal, provincial and federal regulations which may have an impact on vehicle or equipment operation.
Thorough knowledge of City of Regina policies and regulations relating to vehicle and equipment operation.
Knowledge of the rules and regulations of the Provincial Occupational Health and Safety Act and the City of Regina Occupational Health and Safety Manual, the Safety Code, and the Highways and Transportation Act.
Must possess demonstrated ability to operate and skill in the use of audio-visual equipment for training purposes.
Ability to communicate effectively, orally, in writing and through electronic media.
Ability to establish and maintain effective working relationships.
Must possess demonstrated leadership qualities and the ability to assume authority and control during difficult situations.
Working/Other Conditions:
Must possess and maintain a Class 1A driver’s license. Must have a vehicle available for work usage (a travel allowance is provided).
Will be required to work outdoors in all seasonal conditions.
