Business Unit Information
The Calgary Housing Company (CHC) is the division of the City of Calgary that delivers safe and affordable housing solutions to meet the needs of Calgarians not served by the marketplace.  The Calgary Housing Company delivers over 10000 affordable housing units providing a variety of housing options for low and moderate income Calgarians. The Calgary Housing Company operates and maintains its housing units in a manner that fosters community inclusion and opportunities for residents to realize their full potential.

   
Responsibilities
The Property Manager (PM) is accountable for the day to day operations of a diverse portfolio.  The PM must be knowledgeable in the various Operating Agreements, Provincial Acts and Regulations governing the housing programs and property management including the Management Body Handbook. This position is responsible for ensuring high levels of customer service and asset maintenance that includes timely and efficient repair of vacant units, quality control of work orders and accuracy in account management related to rent calculations and rent collections.  The PM is also responsible to budget appropriately to meet the operating needs of the portfolio. Primary duties include:

    Oversee a team including Building Maintenance Worker, Tenant Assistance Officer, Property Management Administrator (PMA), Resident Manager(s) and contractors.
    Direct supervision of a PMA and Resident Manager(s).
    Accountable for financial performance of portfolio including revenue and operating expenditures.
    Budget preparation for each complex related to revenue, maintenance and other operating expenses.  Provide recommendations on capital budget requirements.
    Within assigned spending limits, approve purchase orders and invoices for contracted work.
    Ensure tenants abide by the terms of the lease, the Residential Tenancy Act (RTA) and other relevant Acts and by-laws.
    Monitor tenancies for continued eligibility for housing programs.
    Present cases at the Residential Tenancies Dispute Resolution Services (RTDRS) hearings.
    Accountable for rent collections, eviction notices, overholds, payment plans and ex-tenant arrears.
    Inspect properties and units as required to ensure safe, secure, well maintained sites as well as tenant compliance.
    Monitor completion of work orders, maintenance of properties and participate in capital projects.

   
Qualifications
The successful applicant must possess a high school diploma or equivalency (e.g. GED) and a completed certificate or diploma in Property Management, Building Management, Chartered Mediation or equivalent plus five years of experience in residential property management including maintenance of the property as well as leadership and supervision of staff. Intermediate level of proficiency in Microsoft Office (Word, Excel and Outlook) is required. Must hold a valid Class 5 Driver's License (or provincial equivalent) with no more than six demerits and have no current suspensions or charges pending. Personal vehicle for daily business is required. Coursework in accounting/finance, budgeting and building systems management would be considered assets.  Excellent communication, planning, conflict management skills; demonstrated ability to multitask and deal with stressful situations are required.
