We are currently seeking a Procurement Representative: CP in Business (CPIB)for our Fort McMurray, AB operations.
Responsibilities:
With the migration of certain Heavy Oil C&P tasks to the Procurement Operations Centre (POC) and other contracting activities to Global Functions Sourcing the Site based C&P personnel will focus on the critical functions in the management of non-transactional business process.
Job Synopsis:
This is a client facing role focused on increasing the effectiveness of CP process in a manner that it helps improve business’s cost, schedule, and reliability performance. As a Business Partner, become C&P’s face to the customer across the operating locations to better manage spend and contracts across all aspects of the contracting cycle from demand management, governance and requisition to pay cycles.
The position will be accountable to implement and operationalize all facets of contracts executed from a variety of C&P groups (Category Management, Contract Management, CP Operations, Enterprise Categories & Suppliers, Global Function Sourcing) and ensure that the transactions are executed in a seamless fashion to the business without processing transactions except in operationally required situations.
Dimensions:
Influence total yearly operating spend = CAD up to $ 600 M depending on portfolio. Direct or indirect.
The position may be required to lead teams in the execution of the CPiB mandate.

Requirements:
Principal Accountabilities:
Demand Management and understanding of spend forecasts including representing the sites with clients at the various governing bodies.
Contract Management including full execution of the Contractor HSE MS control framework, Category Management Contracting Process, Approved Contract Value (ACV) management, etc. Coordinate contract strategy with stakeholders and ensure compliance.
Single point accountability to manage/control portfolio to ensure ACV in place and 0 Contracts expired. Implement sustainable process to ensure all governance protocols are complied with.
Participate in Area Reliability Production Team (ARPT) for Plant Production and Maintenance to fully support the sites Top Threats.
Coordinate/focus on cost savings initiative to ensure timely reporting.
Use local knowledge, experience to assist CP teams (locally, regionally, globally) in evaluations of different approaches and local circumstances to support client needs and spend that can be practically implemented. Liaise with all CP teams (CP Ops, Materials Management, Category Management, etc) to ensure business needs are met.
Full integration with client to ensure execution of the CP function, processes. Supports and promotes the use of appropriate CP tools, practices and resources.
Develop documented CP end to end contracting strategy (including Contract Board submittals, Joint Venture Approvals) and its implementation including the requisition to pay process. Execute and implement contracts typically greater than $5M ACV or HSSE/business critical / emergency contracts requiring direct site support, after liaison with category management and contract mgmt teams.
Provide single point accountability to ensure operationalization of Requisition to Pay processes for contracts executed by Category Management or CP Operations such that order processing is executed via the CP Ops or Blueprint release functionality.
Engage contractor and business to ensure payment on time. Coordinate/implement root cause analysis with maintenance buyers to keep under control invoices issues.
Execute monthly meeting (Business Performance Review) for tactical contracts and implement Visual Management Board.
Provide single point accountability to client during outages, plant upsets. Expedite utilizing CP Ops and MM to ensure materials and, services are delivered as required.
Actively contribute as CP representative on assigned business Lean projects. Lead CP lean projects as assigned.
Provide a conduit between Shell and contractors for resolutions of conflicts and issues.
Participates in company networks, sharing information, best practices and lessons learned.
Periodic on call responsibilities are a requirement.
