Shell Canada is currently seeking an Project Cost Specialist for our Fort Saskatchewan, AB location.
Responsibilities:
Provide overall project Cost Management to ensure that Execute Phase of project is carried out within allocated budget.
Implement Execute phase with Shell approved cost procedures,
Compile, produce & analyze monthly Incurred Cost & overall report.
Challenge & Review Contractor’s Incurred cost, Commitments, Earned Value, cost reports & forecast and maintain / updates costs for overall project.
Prepare and report Capital expenditure phasing on monthly basis and reflecting the anticipated progress of the Value of Work Done.
Interface with all contractors to ensure consistent cost reporting & challenge contractor’s forecasts and deviations.
Evaluate, monitor and analyze Contractors’ cost & progress reports.
Maintain interfaces between cost control and SAP Blueprint ERP systems
Maintain Project Code of Accounts (PCA), WBS and interface with Finance department.
Review contractors’ project cost code of accounts / cost elements and implement and maintain mapping to Code of Accounts in Cost tool and SAP Blueprint network elements.
Maintain resource plan and Owner’s cost for Execute Phase.
Run & analyze Cost variance reports on a regular basis.
Cost probability analysis input to assist / determine EAC (Estimate at Completion).
Overall responsible for maintaining cost forecast, commitments and budgets for project.
Interface with SAP blueprint for Cost / schedule entries.
Manage and work closely with Finance, Contracts & Procurement and Construction for overall cost management.
Support Finance in review of Invoices for Shell direct contracts, Incurred cost and interface with SAP for export & import of data.
Support Contracts & Procurement with budgets, changes, contingency, Purchase requisitions, WBS, CBS, etc.
Implement agreed Cost reporting structures from Contractors.
Ensure EPCM & other contractors comply with agreed WBS & CBS all the time.
Maintain a continuous evaluation and interpretation / analysis of the sub-contractors project cost statuses and forecasts versus the established budget baselines.
Monitor, analyze and interpret status, progress actual and forecasts against established baseline for total expenditures and commitment reports.
Assist and support Project MoC (Management of Change) co-ordinator on all Cost impacted MoC’s and ensure MoC feeds to overall cost reports.
Participate in regular contractor meetings for review of Contractor’s Trends, Change orders, Deviation notices and challenge contractor’s deviations.
Review Impact of changes, make changes to appropriate CTR / WBS, update current budgets once approved, revise Forecast, communicate Estimate At Completion to team.
Review regularly project Owner’s & contractors’ trend / change log; providing extra check on forecasting.
Responsible for preparing overall project’s bottom’s up forecast if required with contractor’s support.
Participate in project reviews.

Requirements:
8+ years cost engineering experience on oil and gas projects.
Excellent verbal and written communication skills.
Strong analytical and Stakeholder management skills.
Field Construction Cost project experience is desirable.
Preferred experience with Prism ERP system.
