Applicants who do not meet educational and experience-related qualifications may be considered on an under fill/development opportunity basis at commensurate salary and classification level.  To progress to full working level, the successful candidate will be required to complete the Certificate in Real Property Assessment from the University of British Columbia or equivalent education within a specified time frame, as well as on-the-job training and experience.

Qualifications:

    Must be legally entitled to work in Canada
    Completion of the Certificate on Real Property Assessment from the University of British Columbia or equivalent education
    Full Class 5 driver’s license
    Satisfactory Criminal Record Check
    Satisfactory Driver’s Abstract

Essential Qualifications:
    Experience working independently in  a role involving the assessment of various types of properties  (residential, farm and moderately complex commercial buildings), verifying sales, communicating information to clients and defending assessment outcomes
    Proficient computer skills with demonstrated experience in word processing, spreadsheets, e-mail  and data management (databases)
    Experience providing superior client service
    Ability to work independently and as part of a team
    Strong analytical skills including the demonstrated ability to identify and explain complex assessment issues and formulate appropriate responses
    Excellent interpersonal skills that facilitate effective working relationships with team members, the general public (ratepayers) and management (government and municipal officials) demonstrating the ability to handle sensitive issues with tact and diplomacy while maintaining consistency
    Well-developed written communication skills with the ability to present ideas and information clearly and concisely in written form.
    Well-developed verbal communication skills that enable effective and appropriate communication with a broad range of people at all levels.
    Well-developed organizational skills including the ability to work under pressure within tight time lines and with limited lead time

Desired:
    Participation in the certification process of the Association of Assessing Officers of Manitoba

Duties:
This is an intermediate level position in the field of property assessment (assessed values are the basis of municipal taxation). Employees in this position inspect residential, farm, and commercial property; assemble and analyse data to be used in determining market value assessments; defend assessments at Board of Revision hearings;  and may be called upon to defend assessments at Municipal Board hearings.   Potential for advancement to more senior levels is available to the successful candidate.
Incumbent is expected to travel extensively within the service region and may work irregular hours in all types of weather conditions.
