Elections Manitoba is the independent office of the Legislative Assembly responsible for the free and fair conduct of all provincial electoral events and the regulation of political financing. It is a condition of employment that the incumbent be, and remain, politically non-partisan in both perception and fact. The incumbent must have a keen appreciation for the integrity of the electoral process.
Qualifications:
Essential skills/expertise:
Senior management experience plus a university degree in a relevant field (such as Political Science, Commerce, Law). An equivalent combination of education and experience may be considered.
Strong leadership experience, including responsibility for the management of senior staff overseeing operations, financial, information technology and human resources.
Sound judgement, critical thinking and innovative problem-solving skills to effectively resolve operational issues in a timely and sensitive manner.
Significant experience with the interpretation of legislation, statutes and regulations.
Experience with program direction and development, including leading strategic initiatives.
Significant senior level policy development experience, including demonstrated research, and analysis skills.
Excellent written communication skills, including experience writing various reports with recommendations.
Excellent interpersonal skills, including the ability to build and maintain working relationships with diverse groups of stakeholders.
Strong organizational skills, including the ability to multi-task and adjust workflow to business requirements.
Availability to work extended hours as needed with often unknown timelines
Demonstrated experience ensuring the principles of fairness, transparency and accessibility are upheld.
Preferred skills/expertise:
Demonstrated knowledge and understanding of the role of Elections Manitoba
Extensive specialized knowledge of election legislation, policies and procedures and precedent in Manitoba and other jurisdictions.
Duties:
Reporting to the Chief Electoral Officer (CEO), the Deputy Chief Electoral Officer (DCEO) is an executive position accountable for administration of The Elections Act and The Election Financing Act. The DCEO maintains oversight of electoral operations and election finance matters, information technology and systems development, public information and education programs, statutory reporting to the Legislative Assembly, ensuring compliance with electoral legislation and implementation of legislative change. The DCEO is responsible for the development and implementation of the planning structure for all departments, provides leadership and supervision to department heads, and exercises control of resource management. If, for any reason, the Chief Electoral Officer is unable to act, the DCEO is accountable to assume the full statutory authority of the Chief Electoral Officer.
