Qualifications:
Essential:
    Bachelor level degree in Engineering (Civil preferred) and be registered as a Professional Engineer with the Association of Professional Engineers and Geoscientists of the Province of Manitoba (APEGM) with a high degree of experience and knowledge of hydro meteorological processes and watershed behaviour.  Candidates with alternate qualifications such as Hydrological and Meteorological qualifications may also be considered.
    Management experience related to finance, human resources, organizational and strategic planning.
    Demonstrated experience directly related to hydrology, flood routing, meteorology and climatology.
    Knowledge of physical processes related to all aspects of water cycle, including soil physics, infiltration, energy components for snowmelt, overland flow, interflow and ground water percolation.
    Knowledge of the reliability and vagaries of data on stream flow, precipitation, snow water content from surface, airborne and satellite.
    Strong leadership and management skills with the ability to inspire collaboration, vision and excellence when leading a team of professionals.
    Experience handling confidential sensitive material with the ability to demonstrate a high degree of tact, diplomacy, trust and political acumen.
    Strong organizational and demonstrated time management skills to work independently in managing multiple priorities and meeting deadlines.
    Exceptional interpersonal and oral communication skills to communicate effectively with senior management other government agencies, private sector, departmental personnel, clients and the general public.
    Excellent written communication skills with the ability to compose a variety of correspondence and reports including TB Submissions, Briefing Notes and policies and procedures.
    Strong conceptual, analytical, decision-making and problem-solving skills.
    Ability to establish and maintain effective working relationships and partnerships with key internal and external executive, senior management contacts and stakeholders in the private sector and at various levels of government.

Conditions of employment include:
    Must be legally entitled to work in Canada.
    Must have a Class 5 Driver’s Licence.

Duties:
The Director reports to the Executive Director of Hydrologic Forecasting and Water Management and is accountable for the Hydrologic Forecasting and Coordination Branch which oversees the operation of Manitoba’s Hydrologic Forecast Centre and the Development Review and Flood Proofing sub-section to ensure a high level of service to all levels of government and the public.

The Director is a key member of the Water Management & Structures senior management team contributing to overall program delivery and policy development.
The Assistant Deputy Minister of Water Management & Structures and the Executive Director of Hydrologic Forecasting and Water Management rely on this position to ensure strategic program focus for the Hydrologic Forecasting and Coordination programs.  This position has significant influence on the development of the overall program.
