Conservation and Water Stewardship is seeking a qualified individual to fill the position of Water Resource Officer located in Stonewall, Manitoba.

Qualifications:
The following criteria are essential to the Position:
    Diploma in resource management or civil engineering technology and directly related experience in the field, or an equivalent combination of education, training, and experience.
    Experience using Microsoft Office Suite (Excel, Word, PowerPoint, Outlook) or equivalent software applications.
    Experience and/or training in the application of hydrologic principles related to water management.
    Strong verbal communication skills with the ability to communicate technical information.
    Strong written communication skills with experience preparing technical reports for a variety of audiences.
    Ability to work independently under minimal supervision, with strong organizational and time management skills including the ability to work on several projects simultaneously, and prioritize workloads to meet strict deadlines.
    Strong interpersonal skills including the ability to work in a team environment, and with a variety of stakeholders.
    Experience conducting investigations and assessing applications and/or legal documents.
    Experience interpreting aerial photography.

The following criteria are desired:
    Knowledge of agricultural practices with the ability to interpret acts and regulations.
    Training and/or experience in conflict resolution.
    Knowledge and/or experience in conducting and interpreting topographic surveys and working with ESRI ArcView or equivalent.

The following are the Conditions of Employment:
    Must be legally entitled to work in Canada.
    Must possess and maintain a valid full stage Manitoba Class 5 Driver’s License.
    Must be willing and able to travel to, and work in remote locations within the Province of Manitoba, travelling by various means such as chartered aircraft, boat, ATV, and snowmobile.
    Must be physically able to perform the duties of the position.

Duties:
This position reports to the Manager of Water Control Licensing Section (WCLS).
In this position, the incumbent will assist in the delivery of all Water Control Licensing programs in the region, including application of The Water Rights Act as it relates to water control works licensing, enforcement and overall watershed management.

In this position, the incumbent will undertake the review of the water control works licence applications from the time the application is received by the department to the time it is denied or a license is issued. The incumbent will provide support to the Manager by preparing technical reports, surveys, legal reviews and investigations for enforcement of The Water Rights Act. The incumbent will provide information to the public, local government, conservation districts and interest groups regarding the Water Rights Act, and administration, licensing and enforcement of the Act in Manitoba. The incumbent will also assist landowners in identifying land drainage options consistent with municipal and provincial objectives and participate on and facilitate committees and stakeholder groups as required.
