This is a senior policy analyst position located in the Intergovernmental, Web and Corporate Services (IWCS) unit of the Policy and Planning Branch. The IWCS unit provides intergovernmental advice and guidance to the Ministers, Deputy Ministers and staff within FSL, ETT and CYO who participate in the Federal-Provincial/Territorial (FPT) social services forum. The position also helps manage FSL web services, including ManitobaParentZone and helps prepare briefing and informational materials for legislative debate, the FSL Annual Report and ministerial and executive level correspondence.
Qualifications:
Essential:
Post secondary education, preferably at a Master’s level in the social sciences or a related discipline with related experience. Other combinations of education and experience may be considered.
Experience leading or working in a federal/provincial/territorial setting or in an intergovernmental affairs capacity, developing and writing joint reports, program/policy options or recommendations with other governments.
Experience designing, leading and conducting research and evaluation projects related to the challenges faced by socially vulnerable groups such as persons with disabilities; persons living in low income; at risk children and youth etc.
Experience leading, managing or coordinating work teams in the completion of projects or assignments.
Excellent oral communication and interpersonal skills.
Excellent written communication skills, including experience writing clear and concise reports, briefing notes and option papers.
Experience and ability to work in a team setting and work cooperatively and collaboratively to ensure the organization’s positions and interests are represented.
Experience setting priorities and meeting deadlines.
Demonstrated problem solving skills.
Proficiency in Windows-based software, particularly MS Outlook, Word, and Excel.
Desired:
Experience supervising, managing or mentoring staff.
Experience providing logistical and executive support to working groups or committees.
Duties:
Under the supervision of the Manager, IWCS, the Senior Policy Analyst will collaborate and consult with representatives from the federal and other provincial and territorial governments to develop social policy and program options and ensure that Manitoba’s interests in Federal/Provincial/Territorial work are represented. This may include joint evaluations, jurisdictional scans or research and the subsequent development of option and discussion papers.
The incumbent will also act as a key point of contact for social service ministries in other jurisdictions and will serve as project manager overseeing and directing work on difficult and complex social policy related projects. The incumbent will also assist the manager in effecting the unit’s corporate activities which may include preparing authority seeking documents, writing position papers, briefing notes, advisory notes, ministerial correspondence and informational materials for senior departmental officials.
The incumbent will represent the Branch, Department or Manager at intra-departmental and inter-departmental committees and meetings and may handle inquiries from the Minister, Deputy Minister, senior departmental officials, other governments, service delivery agencies and stakeholder groups. The senior policy analyst will also assist with the management and prioritization of web and corporate services across FSL, and will assist in providing direction to other IWCS analysts in the Manager’s absence.
