Qualifications:
Essential:
    Extensive experience in labour relations, including experience with grievance handling, case investigation, as well as arbitration preparation.
    Experience as chief spokesperson in collective agreement negotiation.
    Experience negotiating settlements and resolving disputes in a unionized environment, with an aptitude for conflict resolution and advocacy.
    Superior oral and written communication and interpersonal skills.
    Superior organizational skills.
    Ability to work under time constraints and pressure.
    An understanding of and experience with labour justice processes and related acts and legislation (such as The Employment Standards Act, The Workers Compensation Act, The Labour Relations Act, etc.).

Desired:
    Formal legal training related to labour law.
    Experience with arbitration presentation.

Condition of Employment:
    Must be legally entitled to work in Canada.

Duties:
The Labour Relations Division is seeking an energetic, skilled labour relations officer to function as a member of the government’s labour relations team.
Major accountability areas include:
the interpretation, application and administration of collective agreements;
representing the employer at quasi-judicial proceedings including arbitration, Manitoba Labour Board and Civil Service Commission Appeal Board hearings;
acting as chief spokesperson in collective agreement negotiations;
and representing management in the resolution of labour relations disputes through a variety of mechanisms including consultation, mediation and negotiation with labour representatives.
